I often meet people who are following Best Practice yet their overall strategy isn’t working.  

For example:  an Enterprise Architect applying industry-certified techniques and frameworks yet is struggling to influence the company’s innovations and investment plans; or a CIO who adopts and publishes industry-standard metrics only to find that executive colleagues value her business contribution even less than before.

Who determines which practices are Best?
